difficulty, as any interference with the negotiation of
notes, which are brought to the Colony in the ordinary
course of trade, is to be deprecated. I enclose a copy of
a letter from the Chamber of Commerce in which this point
is raised.

I have accordingly to request
that the advice of the Treasury may be asked as to the best
method of prohibiting by legislation the circulation as
currency in the Colony of all bank notes other than those
already authorized whether the circulation issues here
directly or from Banks having no local habitation, and as
to the executive action which should be taken to give
effect to such legislation.
